Answer: I've seen knives like that, the plate with the hole at the end of the handle is provided to attach a cord so the knife can be used with the anchors in place as a grappling hook for climbing (don't!) or retrieving objects from underwater, etc., or the knife can attached to a stick for use as a spearhead. More of a gimmick than a useful survival tool.
